James Cumming
Regional Commissioner

As well as being the Regional Commissioner I also have a role in the Regional training team as an adviser, as well as nights away adviser for North Ayrshire and Arran

I have been a part of Scouting for over 25 years. I came through Scouting as a young person and at the age of 16 I took up an Instructors certificate and then at the age of 18 I took out my first leaders warrant.

Assistant Regional Commissioner - Communication

As well as being the Assistant Regional Commissioner – Communication I am also the Assistant Explorer Leader for my local group.

In the summer of 2019, I completed my Explorer Belt in Romania and in 2018 I achieved the top award in Scouting and became a Queen Scout.

As well as being the ARC Adult Training I also have a part to play in CSL, ADC Adult Training and as a Trainer of Training Advisers.

I have been apart of Scouting for 17 years. I started scouting due to a combination of my father, who has been involved in Scouting since before I was born, and the then DC asking me to help with a Cub Pack.

I have been apart of Scouting for 18 years. I have been involved in scouting since I was a beaver scout and moved through the sections. As I enjoyed my time in each section I volunteered as an explorer scout leader once I became 18. My role in the Region is to ensure that Scouting is shaped by young people.

As well as being on the Regional team I am a Cub leader in Alloway and have been part of the movement since Beaver Scouts.

I have been a member of the Scout Association since the age of 6 as a Beaver Scout, after making my way through the movement I became a leader when I turned 18 in Castle Douglas.

As a leader I have travelled with young people to Kenya to help build facilities at a school, and I am now part of the Regional team as the Explorer Scout Commissioner.

I currently work at a residential activity centre as an instructor helping run adventurous activities for young people from all backgrounds and abilities.

As a member of the Regional team I have helped run the Regions Blair Atholl selection and training as well as taking on the role of ARC – Network. I am also a member of the national Scout active support and have been on the site services team at Blair Atholl for numerous camps.

As well as being the District Commissioner I also have a part to play in Aberdeen SAS & still help out at Cub camp with 12th.

I have been apart of Scouting for 17 years. When my son moved from Beavers to Cubs and group was looking for extra help, I was volunteered! & couldn’t think of a good enough excuse not to.

Trevor Oakes
District Commissioner - Dumfriesshire


I am Trevor Oakes, a 47 year old cardiac nurse, working at The cumberland Infirmary in Carlisle.
I have strong connections with the Scout Association, through my own youth participation from the age of 8 to 18. This was down in South Down District in West Sussex between 2 Scout groups – 1st and 7th Burgess Hill. I achieved my Chief Scout award. My most memorable experience was being part of one of the first Scout trips to the USSR in July/August 1991 – returning just before Boris Yeltsin took power. I have interests in amateur photography and family history in my sparetime.
I have recently become reinvolved with Scouts through my children Emily and Elliot, who have attended Annan Scouts and Lagnholm explorers. I supported Unit 92 to the world Scout Jamboree, which my daughter was a member of. More recently Craig invited me to join the District executive as a co-opted member, also my wife has recently taken up the position of Beaver leader within Dumfries.
I am looking forward to taking up the position of Dumfriesshire District commissioner and facing the challenge of getting everyone back to face2face scouting in the near future. We have a great deal of work to do in the near future to get Scouting back to the level it was before the pandemic.

As well as being the District Commissioner I am also District Training Advisor and District Training Administrator.

I have been apart of Scouting for 7 years. I started assisting at 15th Ardrossan Scout Group as Treasurer.

As well as being the District Commissioner – Ayrshire East, I am also a Training Advisor, Regional Trainer and a Member of Regional Exec.

I have been apart of Scouting for 30 years. I joined as a Scout with some friends from school.

As well as Regional secretary, I am also the warden at Culzean, the Regional campsite.

I am on the Regional executive as the treasurer, my role is the upkeep of accounts for the Region and making sure they are submitted in good time to OSCR.

I have been involved in Scouting for many years and at all levels. Over the years I have held roles at Group, District, Area & National and I am looking forward to working with the members of the Exec in South West Region.

Regional Youth Commissioner

I am a Regional Youth Commissioner, I make sure that Scouting is shaped by young people.

My other role in Scouting is that of Assistant Explorer Scout Leader.

I started beavers at 6 years old and never looked back.

Outside Scouting, I am studying Computer Science at Strathclyde University a keen hill walker, enjoy camping and playing rugby.

As well as being the DofE Advisor I am also the Group Scout Leader at the 37th Ayrshire.

I have been apart of Scouting for 15 years. For the most recent spell through my son who was a Beaver, and the group needed a new Cub Leader.

As well as Regional Appointments Secretary I am District Appointments Secretary for North Ayrshire and Arran where I enjoy meeting all the new leaders and guiding them through their volunteer journey. I have many years service in Scouting from Beaver Scout Leader to Deputy District Commissioner for North Ayrshire & Arran.

As well as Chair for the Regional Appointments Committee, I am an active Beaver Scout Leader in Ayrshire East. I have been involved in Scouting for many years and held roles at District and Area levels.

I have been involved in Scouting for many years and at all levels. Over the years I have held roles at Group, District, Area & National and I am looking forward to working with the members of the Region in my new role.

Ian Harrop
Regional Advisor - International

As well as holding the appointment of Regional Advisor – International, I am also a Trainer, Training Advisor and County Advisor-First Aid for Cumbria County Scouts and a District Scouter and Nights Away Advisor for South West Lakes District Scouts.

I have been involved in Scouting for over 30years having started as a Cub (No Beavers when I first got involved) and moving onto holding a variety of Appointments within Staffordshire and Cumbria Counties.

I have participated at a number of Group, District and International Camps, usually confined to the Camp kitchen. I have also organised and participated in a number of Jamboree On The Air events with me being a licenced Radio Amateur.

I am looking forward to getting more involved within the South West Scotland Region once my house move is finalised.

I want the public to know how Scouting continues to open young people’s eyes to a world of extraordinary promise and possibilities.'
